The Certificate in Educational Leadership in Nunavut (CELN) program was created by 91探花鈥檚 Faculty of Education in partnership with the Government of Nunavut (GN), Department of Education, Educator Development. This certificate is designed to provide qualified teachers and educational leaders in Nunavut with the background, history, knowledge, skills and attitudes to provide culturally based, effective, and responsive, leadership in the school system. Topics range from the introductory level through to specialized courses that focus on parental engagement, action research and approaches to school improvement that support the implementation of educational legislation and policy in Nunavut.

This certificate consists of five course requirements at the 5000 level and offers an opportunity for established educational leaders such as principals or vice-principals, as well as aspiring leaders, to deepen their understanding of community-based leadership in Nunavut. Courses are offered using a combination of face-to-face and distance education. Face-to-face courses are delivered with a distance education pre-course component, including readings and moderated online discussions before participants meet for class.

Course Structure

Note: Current 91探花 students should refer to Student Planning in my91探花 and the 91探花 Academic Calendar governing their entry year, and speak to an academic advisor about course requirements. The course structure presented for this program is a recommended, unofficial progression for prospective students.


Courses range from the introductory level through to specialized courses that focus on parental engagement, action research and approaches to school improvement that support the implementation of educational legislation and policy in Nunavut. The program includes three required courses and two electives.

The required courses are as follows:

  • ED 5090 - Foundations of Transformational Leadership in Nunavut Education
  • ED 5110 - Proactive Instructional Leadership in Nunavut Communities
  • ED 5141 - Action Research and Reflective Practice in Nunavut Education (Design)
  • ED 5142 - Action Research and Reflective Practice in Nunavut Education (Implementation)
  • ED 5143 - Action Research and Reflective Practice in Nunavut Education (Communication)

And two electives from the following:

  • ED 5120 - Educational Leadership - Engaging Nunavut Parents, Elders and Community
  • ED 5130 - Leadership of the School Improvement Process in Nunavut Communities
  • ED 5850 - Improving Language and Literacy Achievement
  • ED 5810 - The Inclusive Classroom

Note: Post-degree certificates must be completed within four years of the first registration in a required course.

Admissions Criteria

The Certificate in Educational Leadership in Nunavut (CELN) is open to Inuit and non-Inuit applicants who are practicing or aspiring educational leaders in Nunavut and are recommended by the Government of Nunavut, under the direction of the Department of Education.
